Recently, Haixi Mongolian and Tibetan Autonomous Prefecture of Qinghai Province issued the "Guide to the Catalogue of Investment Promotion in Haixi Prefecture" (hereinafter referred to as the "Guide"). The "Guide" is divided into 11 categories, including salt lake resource development, new energy development, equipment manufacturing industry, new materials industry, digital economy, circular economy industry demonstration, modern logistics and international land port, cultural and tourism resource development, characteristic agricultural product processing, characteristic livestock product processing, and land development and consolidation, based on the current national industrial structure adjustment guidance catalogue, the catalogue of industries encouraged for foreign investment, and the catalogue of industries encouraged by the western development of Qinghai Province.

Among them, the new energy development plan promotes the supporting 10 million kilowatts of solar thermal power generation, 70 million kilowatts of photovoltaic power generation, 40 million kilowatts of wind power generation, and 10 million kilowatts of thermal power generation in the new energy bases of Golmud, Delingha, Gansen, Dongxitai, and Lenghu, as well as centralized shared energy storage, new energy heavy truck charging and swapping, Dulan Nuomuhong wind power generation, and Ulanbulanggou solar hydrogen storage integrated development projects, with an investment of 515.9 billion yuan.
